Ladies and Gentlemen,

 

I was hoping to attend these Championships but unfortunately, for a number of reasons, this is not possible. I am very grateful therefore to Joe Hepsworth for giving me the opportunity in this program to welcome you to the 7th World Long Range Championship. Joe and his fellow workers have worked hard to ensure that you have the best opportunity to achieve your ambitions.

The sport of long range rifle shooting, as you know, is very exacting and demands the highest level of concentration, skill and preparation. The availability of suitable ranges also makes it very difficult for most nations to practice the sport. There is no doubt that it is beyond the capability of the average rifle shooter.

In spite of all this it is very encouraging to find that the sport is developing. This event sees Australia, South Africa and Holland competing for the first time at long range in the USA, with new shooters joining the teams that are regular attendees. Italy and other nations are exploring the opportunity to open 1000yd/m ranges which will ensure the future and long term growth of our sport.

Since the majority of nations do not compete in LR events, I did not think it appropriate that they should have control (at the MLAIC Committee Meetings) over your events, because of this I set up the MLAIC Long Range Committee. Their task is to examine the LR Rules and recommend whatever changes are needed for the benefit of the sport. Hopefully you will get the opportunity to pass your comments to this committee via your Team Captain during the meeting at this Championship.

I will be represented by the Deputy-Secretary General, Mrs Nancy Malson at these Championships. I am sure that she shares my wish that you are welcomed in Camp Butner with light winds and clear skies.

On behalf of the United States International Muzzle Loading Team (Long Range), I welcome you to the Muzzle Loaders’ Associations International Committee 7th Long Range Muzzle Loading World Matches.  We had the pleasure of hosting the 4th MLAIC World Matches here in the USA in 2003, at Camp Butner and on the ranges we will again use this year.  Those Matches were very successful and the USIMLT (LR) looks forward to the always keen, but friendly competition and to again shooting with you all.  The renewing of old friendships will be most pleasurable and enjoyable.

Powder: Swiss Powder will be available in 1lb containers in the following grades – No.4 (1-1/2 Fg), No.3 (2Fg) and No.2 (3Fg) at $20.00 per lb.

Percussion Caps:  CCI No.11M (Part Number 0310) will be available at $4.50 per tin/100.

MLAIC RULES (AS AMENDED):

Appendix 4 to the Constitution, Rules & Regulations of the Muzzle Loaders Associations International Committee (MLAIC) covers “Rules and Competition Conditions for Long Range Rifle Shooting Championships.”  A copy of these rules is included below.  Competitors should be familiar with these rules together with the general shooting rules of the MLAIC and MLAGB.

Note: For this event only the MLAIC have sanctioned as follows:
(i)         up to 16 shooters using replica rifles may enter each individual event (per country).
(ii)        in addition to the above an unlimited number of shooters using original rifles (per country).

AWARDS:

Individual Competitions             Gold, silver and bronze medals will be awarded for competition numbers 1, 2, 3, 4 and 5 in both O and R categories. In addition first through sixth place certificates will be awarded in these events.

Team Competitions                   Gold, silver and bronze medals will be awarded for competition numbers 6 and 7. One medal for each member of the team. No distinction between O and R categories.

Special Awards                        A gold medal for the highest aggregate score in original and replica categories for Competitions 1, 2 and 3 (Mid-Range Aggregate), 4 and 5 (Long-Range Aggregate) and highest overall aggregate for Competitions 1, 2, 3, 4 and 5 (The Grand Aggregate).  In addition to Gold medals, the Aggregate winners in the Original category will receive silver-plate trays presented in memory of Mr. Bill Roberts, USA.

Camp Butner is approximately 12 miles north of Durham, North Carolina.  Durham is the fourth largest city in North Carolina and has numerous and varied accommodations available to fit all budgets.  The closest motels to Camp Butner and Range No.4 are indicated below and special rates have been made available to the 7th WM participants, as indicated.  Please refer to “Individual Competition Entry Form” for full reservation information.

CAMP BUTNER BARRACK FACILITY:  Butner has made available two styles of their Barracks for our use during these matches.  One is an 80 bed newly constructed Barrack with kitchen and shower/rest rooms within.  This barrack is available only to male participants.  In addition, there are three (3) 16 bed Quonset Hut Barracks also available.  One Quonset is reserved for females only.  Shower and rest room facilities are near by.  The cost is $15.00 per person per night and one must supply their own bedding, towels, etc.  The Barrack facility is available on a first come, first serve basis – please contact Joseph M. TARGET MARKING DUTIES:

Competitors will be required to share target-marking and scoring duties for the practice session and for the Individual competitions plus check scoring at 300, 500, 600, 900 and 1000 yards. Volunteer markers will be used for events at 900 and 1000 yards but competitors will check score at these distances. Also each country will provide check scorers for competitions 6 & 7 (team Matches).

RECORD KEEPING:

Competitors will be required to act as record keepers as above and other duties if called upon by the Match Director

FOOD:

Lunches and drinking water will be provided, the cost of which is included in your Individual entry fee.  Lunches will be available buffet style with assorted cold meats, cheeses, bread, vegetables, sweets, water, soft drinks, tea, coffee and condiments. 

The Awards and Shooters Banquet will be held, starting at 6:00pm at the Granville County Shrine Club, 706 Roxboro Rd, Oxford, NC 27565.  Driving directions are shown on page 8 of this Program.

CUSTOMS/ENTRY/EXITING THE USA:

Presently, there are no restrictions regarding the entering into or the exiting from the United States of America with muzzle loading antique or replica firearms.  Nor, should one find any problems with the transport of same, within the USA.  Cartridge firearms are a different matter and should any participant wishing to enter with same need to contact the U.S. Customs at their port of entry into the USA.  Transport and storage of Black Powder are subject to numerous Federal, State and local laws.  Camp Butner is providing a storage bunker for our usage during these matches and powder. /caps can be drawn as needed.

DRIVING DIRECTIONS

From I-85 use Exit 191 (please be certain you use 191 as there are a number of Exits marked Bunter/Creedmoor which will lead you astray if taken). 

Exit 191 is for State Route 56.  If coming from the North, turn right on SR56, if coming from the South, turn left – take SR56 to 33rd Street and turn right on 33rd Street.  Travel approximately 3 miles on 33rd Street and 33rd will dead end into Old Route 75.  Turn Left on Old Route 75 and travel approximately 0.3 miles to Range Road, which is the first road on the right.  Turn Right on Range Road, then……………

FOR THE BARRACK FACILITY:

Turn right on Range Road and travel approximately 2 miles until you come to Roberts Chapel Road.  Turn right on Roberts Chapel Road and the first road on the right takes you to both the old and the new barrack facilities.  If staying in the Quonset Barracks which are in the “Cantonment”, you would turn left on the first road to the left.

FOR RANGE NO. 4 FROM BARRACKS and ROBERTS CHAPEL RD:

To get to Range No. 4 (200 to 1000 yards) simply continue on Roberts Chapel Rd until you come to Old HQ Rd, then turn left on Old HQ Road go straight on until you dead end, then turn left  for the 1000 yard firing line or, turn right for the pit (butt) area.

FOR RANGE NO. 4 FROM RANGE ROAD:

Carry straight on Range Road, do not turn on Roberts Chapel Road and the next road to the right you come to will take you to Range No.4 – approximately 0.3 mile past Roberts Chapel Road.

CAMP BUTNER SPECIAL NOTES:

No campers, trailers or RV’s are allowed to camp or park overnight.

No parking of vehicles will be allowed immediately behind the 1000 yard firing line (there is a graveled parking lot available, but you’ll have to trundle your equipment)  There is a limited parking lot behind the 900 yard firing point – if full, cars are allowed to park on the side of the service road.  All other firing lines have graveled parking areas behind them.

Rules and Competition Conditions for
Long Range Rifle Shooting Championships

Incorporating the established shooting practices of the MLAGB

 

APPENDIX 4 to the Constitution, Rules & Regulations of
The Muzzle Loaders’ Associations International Committee (adopted 15 August 2000 – as amended)

1.00        RULES AND COMPETITION CONDITIONS FOR LONG RANGE RIFLE SHOOTING CHAMPIONSHIPS

 1.01        GENERAL Championships are to be organized as an MLAIC event under the current Constitution, Rules and Regulations of the MLAIC supplemented by the additional rules below. In the event of an omission or a discrepancy the rules of the MLAGB/NRA of GB for mid and long range shooting, modified as necessary to comply with established shooting practices of the host nation, apply, but in all cases the decision of the Arbitration Committee shall be final and binding.

 1.02        SQUADDING A competitor must shoot at the time and at the target for which he has been squadded, and in sequence with the other shooters squadded on the same target. The competitor must fire from a position on the left of his allocated target peg and allow other shooters sharing the same firing position to compete with the minimum of hindrance.

 1.03        COACHING For individual and team events, when shot concurrent, competitors may spot for or coach each other up to the point when their first shot hits the target; from then on there should be no further assistance, and noise must be kept to a minimum so as not to disturb other shooters. No coaching or assistance from others is permitted. For team events, when shot as a team on the same target, coaching is permitted throughout the event. Communications with the butt markers will be through the Range Officer only and limited to queries on standard messages as in section 5.00.

 1.04        FOULING SHOTS Unlimited fouling shots/warming shots may be fired in to the stop butt, but only during the permitted detail time. These shots must be fired from the prone/supine position.

 1.05        CONVERTIBLE SIGHTERS The first scoring shot on the target will count as the first convertible sighter. The decision to convert sighters must be made after all the sighters have been fired and before firing any further shots. Sighters can only be converted in reverse order of firing, so that they form a continual sequence with the following scoring shots. It is therefore not possible to convert a sighter without including all the subsequent sighters. When sighters are converted the number of subsequent shots shall be reduced accordingly to give the correct total of shots for the competition.

 1.06        AMMUNITION Only factory made black powder may be used. Bullets may be lead or lead alloy, greased or paper patched and of a contemporary style. Gas checks are not permitted.

 1.07        MARKING The position and scoring value of each shot will be separately signaled. In addition to a spotting disk placed in the shot hole, the value of the shot will be indicated by a colored maker positioned along the lower edge of the target frame as follows

1.08        SCORING When a shot touches the line between the scoring divisions on a target, the shooter shall be accredited with the higher score.

1.09        REGISTER KEEPING Unless otherwise directed by the Match Director the recording of scores will be carried out by range officers. Protests over the value of the score or a challenge in the event of a miss, must be made to the range officer by the competitor before the next person on that target fires.

1.10        TIES In the event of a tie the winner will be decided by the highest number of V Bulls. If still a tie, the winner shall be determined by having the higher score on count back (for example, a shooter whose final shots are 4, 3, 5 beats someone who finishes 2, 3, 5).

 1.11        BUTT MARKING DUTIES / OTHER DUTIES. Competitors must share butt-marking duties and perform all other requirements of the Match Director if required to do so. Anyone failing to carry out duties conscientiously shall have his score in the event deleted.

 1.12        MEDALS Medals shall be awarded to the first three places in each individual event in each category O and R and to each member of the first three places in each team event. A gold medal for the highest aggregate score in original and replica categories for Competitions 1, 2 and 3 (Mid-Range Aggregate), 4 and 5 (Long-Range Aggregate) and for the highest overall aggregate for Competitions 1, 2, 3, 4 and 5 (The Grand Aggregate).

 2.00        COMPETITIONS

 2.01        No 1 - 300 Yards Whitworth - Individual O or R (two separate categories of entry – see Special Awards)
A) Firearm:            Free percussion rifles (MLAIC definition), maximum weight 15 lbs (6.81 kg).
B) Sights:              Contemporary sights, including original style replica sights. Aperture sights (front and rear)
                              permitted if consistent with the period. Magnifying or telescopic sights not permitted.
C) Target:              NRA 300(or nearest equivalent on metric ranges)
D) Position:           Prone
E) Distance:          300 yards (or nearest equivalent on metric ranges)
F) Shots:                3 convertible sighters, 10 shots to count

2.02        No 2 - 500 Yards Whitworth - Individual O or R (two separate categories of entry – see Special Awards)

2.06        Team Events

No 7 - Long Range Aggregate:   Teams of four, as per Competition No.7 above – page 3. No distinction between originals and replicas.

3.00        PARTICIPATION & TEAMS

3.01        For this event only each MLAIC Member Country will be allowed an unlimited number of entrants in the individual events of which a maximum number of sixteen may use replicas and an unlimited number may use originals. As previously there shall be one team of four competitors in each of the team events per country.

3.02        All Delegates must register and pay their team’s entry fees in before any member of the team participates in practice or competition.

3.03        The Team Captain shall notify the Match Director of the names of the shooters whose scores should be used for team events in accordance with the Schedule of Events.

4.00        SAFETY

4.01        Smoking is absolutely forbidden on the range.

4.02        No competitor may move himself or his equipment forward onto the Firing Point until authorized to do so by the Range Conducting Officer.

4.03        The snapping of caps or loading of firearms before the ‘Open Fire’ signal is not permitted. Firearms may only be capped with the barrel pointed down range.

4.04        Fouling/warming shots must be fired from the prone/supine position.

4.05        Powder charges must be in pre-measured single charge containers.

4.06        The use of safety spectacles and hearing protection is mandatory.

5.00        MID RANGE AND LONG RANGE RADIO MESSAGES

The following Code Messages will be used to communicate between the Range Officers on the firing point and the butts. The target number will be given, followed by the message number, viz.

Message      1      Firing is about to start - raise targets.

Message      2      No spotting disc is visible.

Message      3*     The spotting disc unmistakably disagrees with the value shown.  Re-signal correct value.

Message      4*     Examine the target for a shot and signal the shot if found or a miss.

Message      5*     Challenge for a higher value.

The V Bull is indicated on the target by a broken line. 

At 600 yards, shots clear outside the lines drawn 6" inside the top and bottom of the target and 1" inside on each side of the target count as misses. At long-range, shots clear outside the lines drawn 1" inside the edges of the target count as misses.

ADDITIONAL MLAIC LRML WORLD MATCH INSTRUCTIONS IN EFFECT DURING THE 7th WORLD LRML MATCHES:

1.       The use of modern shooting jackets is allowed – however, should the jacket be equipped with a sling positioning hook or device, this device must not be used.

2.       The use of an attachable cheek piece is allowed, as long as it is in the spirit of the times, such as leather  coverings and fastened on with laces. The use of modern Velcro fastenings is not acceptable.  Other examples of prohibited materials and fasteners – uncovered sponge rubber held on with duct tape or masking tape

3.       The use of sandpaper on the butt plate of the rifle is not allowed, nor is the use of modern rubber butt plates or recoil pads, either slip on or permanently attached.

4.       The use of an appropriate sling with two point attachment to the rifle is permitted at all ranges.

5.       The use of an accepted wrist rest is prohibited at 300-500-600 yards, but is allowed at 900 and 1000 yards and, at 900 and 1000 yards may be used in conjunction with the sling.  

6.       The use of a backsight equipped with windage adjustment is allowed, as long as the sight in question is in the spirit of the time period.

7.       The use of a personal wind indicator or flag is permitted, as long as said device is not forward of the firing line, or of any interference to other competitors.

8.       The use of a modern bedding compound, such as any epoxies, either in the barrel channel or to fit the hooked breech is strictly forbidden.  Winning rifles are to be presented for inspection after the matches and if found to be bedded with modern materials are subject to disqualification.

9.       The use of a non-shooting Team Coach is permitted during the Team Competitions, i.e. a four (4) person Team and a non shooting Team Coach.  The Team Coach must be a national of the competing country for whom he is coaching.  For other coaching rules, refer to Rule 1.03

10.    No competitor performing either target pulling and/or scoring duties will be allowed to perform these duties for his own nation’s competitors.  All squadding will be under the management of the Match Director.
